L. Standard Conditions

1. The following general conditions are incorporated by reference. The permittee is required to comply with the regulations

3. Monitoring And Records

a. Monitoring N.J.A.C. 7:14A-6.5
b. Recordkeeping N.J.A.C. 7:14A-6.6

NJ does not appear to define a “measurable storm event” or provide parameters for sampling

Hot Mix Asphalt Producers (R4)

4. Collection and Analysis of Samples

a. The permittee shall monitor at minimum one (1) storm event that produces a stormwater discharge during each monitoring period.

Magnitude: produces discharge

Interval Between Storms: n/a

Newark Airport (R5) effective 12/1/10 thru 11/30/15

f. Multi-Grab for stormwater discharges shall be collected at the sampling points as follows: the first grab sample shall be collected within 30 minutes, or as soon as practicable after the stormwater discharge (ASWD); the second grab between 30 and 45 minutes, or ASWD; and the third grab between 45 and 60 minutes, or ASWD. Each aliquot shall be analyzed individually. The maximum value of the three aliquots shall be reported as the daily maximum; and the average of the three aliquots shall be reported as the monthly average. The samples shall not be composited

Magnitude: produces discharge

Interval Between Storms: n/a

Scrap Metal (SM), Scrap Metal Processing and Recycling Industrial Stormwater General Permit (NJ0163261). Effective 10/1/2013 through 9/30/2018.

The criteria for a valid storm event is any precipitation that produces a stormwater discharge including discharges from snowmelt events.

Magnitude: produces discharge

Interval Between Storms: n/a

4 - Grab

grab samples shall be collected within 90 minutes from the onset of a discharge from a valid storm event. The criteria for a valid storm event, during which a grab sample shall be collected , is any storm event that produces a stormwater discharge and has not been preceded by another storm event which produced a stormwaterdischarge within the last 72 hours. All stormwater samples shall be collected in accordance with the most recently published edition of "NJDEP Field Sampling Procedures Manual"

Magnitude: produces discharge

Interval Between Storms: at least 72 hours

Mining & Quarrying Activities (R13)

ix. Grab samples shall be collected at the designated sampling points and shall be collected within 30 minutes and no later than 45 minutes after stormwater discharge (ASWD). For sampling, follow guidelines in "NJDEP Field Sampling Procedures Manual", latest edition.

"Valid storm event" means any storm event greater than 1/10" that produces a stormwater discharge and is preceded by seventy-two (72) hours of no discharge.

Magnitude: greater than 0.1 inch

Interval Between Storms: at least 72 hours

Concrete Products Manufacturing (CPM)

vii. Valid Storm Event means any precipitation that produces a measurable stormwater discharge.

Note: 72 hour window was removed.

Magnitude: produces discharge

Interval Between Storms: at least 72 hours

Wood Recyclers (R7)

3. Monitoring Criteria

a. The permittee shall monitor its stormwater discharge when a valid storm event produces a stormwater discharge. This includes both working and non-working hours.

i. The permittee shall sample a minimum of one (1) storm event that produces a stormwater discharge during a monitoring period.

ii. If the permittee controls the discharge of its stormwater by the use of retention basin(s), tank(s), sump pump(s), valve(s) or other means and does not discharge during a storm event, then the facility shall monitor its stormwater discharge at the time of the discharge.

xx. "Valid storm event" means any storm event that produces a stormwater discharge. This includes during both working and non-working hours.

Magnitude: produces discharge

Interval Between Storms: n/a
